STEERING PROBLEM

Have this Case W7 Payloader---The Vickers power steering pump needed work and have that completed. Below the steering wheel is a Char Lynn motor that replaced the original steering box and there are two small cylinders on the rear wheels. HERE IS THE PROBLEM----I can only turn the tires in ONE direction they will not turn back--return.
What do you think????????????????? Thank you
 
Confirm the lines on the motor are correct first.May have piston loose from rod on one cylinder;it will push against rod one way,pull away from rod the other way.Oil will then bypass thru center hole in piston.
 
The part that I am having trouble with is called an --Orbital Steering Valve--
4 ports--one from the pump--one back to the oil tank and 2 ports that go to the two steering cylinders.
The pump has been primed , but it seems like oil is going to one rear cylinder that turns the tires to the right, but won't come back to the center or left.
 

My IH454 has hydraulic steering and when I wanted to go straight I had keep turning steering wheel in one direction. I had that orbital steering box rebuilt and it fixed my problem.
