Question on planting and seeds need help

I am not a row crop expert and this is for large home garden. The real issue is seeds not germinating you plant 100 and get 10 seems to be pumpkin, squash and especially cucumbers. I have tried seed from different outfits too. Any thoughts on this.
 
Are you putting them right in the ground or trying to start them in trays? The wife germinates things like that under optimal conditions then transplants them.

Around here, the issue this year is from being too cold, and too wet. The seeds just lay in the ground and rot.
 
We received 16 inches of rain in June. I have a tomato vine 6 feet tall it's a Big Boy. I grew them from seed in our master bedroom. Hal
 
In addition to what everyone else said - is it fresh seed. Many seeds as they get older loose germination.
 
I would agree with most here, cold and wet will kill off a lot of seeds, bone dry will prevent germination. I think for best germination, I would soak those seeds for a few hours in tepid water, then plant in well worked good warm soil.
