Basically the same things that make a car wobble, something is worn out or bent!

Start by jacking the front wheels slightly off the ground. Jack under the frame of the tractor, not the axle. Feel for excess play in each moving component; wheel bearings, tie rod ends, king pin bushings, steering sector, center pivot pin, anything that is associated with the front suspension. To check each component, grab each front wheel and shake it left to right, look for any play in the tie rods or steering gear. Then hold each wheel at top and bottom, check for play in the king pin bushings. Pry up under one wheel (with the other resting on the ground) to check the center pivot. Push front to back on the axle to check the radius rods.

Finally, give each wheel a turn, look for bent wheel, or separated tire. Give everything a good inspection for bent components, loose bolts, loose clamps, etc.

Remember, this is a tractor, not a race car! Some play is acceptable, but if it's dangerously worn, it will need attention.
