Looks like it is a fairly recent model with the rubber tires. Someone somewhere is looking for one like that. We had an older steel wheel McCormick, but it still planted potatoes easier that planting them by hand.

We also had a much old potato cutter with a seat that had a foot operated slicer. We dropped the potato in a holder, pressed down with a foot on that side and it pushed the potato through a set of knives. The potato was quartered into the right size for planting.
 
Old pick style planter.
A cup style planter works much better, especially if planting fresh market-table stock varieties like Red Norlands, Yukon Gold or Fingerlings.
