Case 155 not running

Hey! I am new to this forum. My dad and I have recently acquired an old Case 155 lawn tractor from my great aunt's field. I was told it ran when parked there a little over a year ago (with gas in it). I have been messing around with it off and on for a few months and I cannot get the darn thing running. The engine is a Kohler k241 A. It has spark, good compression and it does pump fuel, so I believe the issue is carb related. I have tried cleaning out the carb by soaking it in fresh gas and letting it sit for about 45 minutes and putting in some new gaskets and such but still no luck. I am at a complete loss here. Does anyone have any suggestions?

Just soaking in fresh gas won't do anything, it needs to be torn down, all the jets taken out, and carb cleaner forced through them and all the passages. It also may need a new needle valve and seat.
 
Take that carb off and carefully take it completely apart saving all the gaskets. Soak all the metal parts in lacquer thinner for 24 hrs. then blow compressed air through all the ports. Set your float so it seats with the float parallel to the carb body, reassemble and set your needle valves at 1 1/2 turns out. This should get you close enough to start.
