3-point hitch woes

I inherited a JD 1010RU at a new job and I have no intimate knowledge of these types of tractors. It has a 3-point hitch with a brush hog mounted to it. The prop shaft spins, but I cannot figure out how to get the hitch to raise up for travel. It's in the extreme down position. The tractor has the dual hydraulic system, with two levers to the right of the seat. According to the operator's manual, these levers should raise and lower the hitch but when I move them nothing happens. I checked the hydraulic fluid and it is low so I suspect that could be the culprit. I would greatly appreciate any advice.
 
always start with the obvious. If it's low - top it off. Depends of course on HOW low - but low fluid that could certainly keep it from working.
