Was working in an old building today. It used to be an IH dealership and I've heard also an auto dealership, not sure what brand. Anyway I reached under the floorboards up stairs and pulled out this "tar paper" with these springs wrapped in it. Kinda makes me think of a spring for a diaphragm of some sort. Anyone here have any ideas.

Not sure how large those are from the picture, but the Ford tractor we grew up with used springs like those to hold a screen in front of the grille.
 
They are for holding a screen or cover on the grille. Large end goes twoards the grille and the hook fastend thru whatever grommet on whatever cover thats used. Sometimes screen was fastened for a precleaner outside the grille. 60 yrs or so they were common.
 
I know the answer, can't you see me in the back of the class room holding up my hand?
They are springs to hold the grill on a Cub Cadet garden tractor.

mother deere used some like these to hold the side screens onto the hood to cover the engine when mounted picker was used but they were green
 
People used those in the mid 70's to keep folks from siphoning gas out of cars.

Ditto on those were used as clips to hold engine side screens on JD 237 corn picker.

Deere probably bought them from another manufacturer. It should be interesting to find what other uses they had.
 
The anti-siphon device looked similar, but was likely a little larger. My vote is for the grill cover retainer. While I have never seen one personally, it looks like the straight piece in the center with a hook on each end would hook onto the cover and when released, the coil spring would hold tension on it. (Do I get a gold star?) LOL
 
I have used many of those to hold the picker side screens on and also to hold winter covers on things. Impossible to even think they could work for something like you are saying,
