OT:Any LP Forklift guys out there? Puzzler

I work on a LOT of forklifts at my job and think I've seen it all. I have an early 90's Cat forklift with LP conversion, (Peugot engine, not really a winner in my mind). If you're familiar, these use an Impco Model J convertor coupled directly to the gasoline carb which acts merely as a throttle butterfly and keeps the pneumatic governor action of the existing carb. Its actually quite a clean set up and we have quite a few. This one has a performance issue. Will hesitate and stall or fall flat when accelerated. Pull off the air cleaner hose from air cleaner at the carb and it will rev up! Now, theres not even an element in the filter right now just the empty housing! But, attach that hose and "bog", pull it off and "rev". I've checked ALL the usual. The convertor rebuilt, tune up good, timing good, tank full, and NO vacuum leaks, intake hose clear. What gives?
 
I dont know how cold it is there. and its been 15 years since I worked on forklifts on a daily basis.Is the radiator full ? Is the thermostat working? I.E. is the convertor freezing up? Just checking the basics.
 
Is there a vent line from the regulator housing to the air cleaner? Some use it, some don't. It compensates for resistance of the air filter as it clogs.

Since you have more than one of the same lifts, start switching components until you find the problem. Not real scientific, but effective.
 
My first suspucion is a spring problem in rebuilt regulator. Those things are delicate and can only be properly adjusted and/or tested on the bench.
Dual fuel,right? Gasoline supply completly off?
Can you duplicate the problem with hose removed and slightly restricting carb intake? Could vacum be closeing the choke butterfly? It's been a long time but is there not a shuttle at carb to switch from fuel to fuel? Was the carb disassembled recently so that venturia might have been damaged/improperly reassembled? Real stroke of luck having others to switch parts with.
 
I remember them , they were pretty well designed , except it took half a day to pull the starter....
 
Not very experienced on fork lifts, and not at all on LP systems, but have had a lot of experience on screw ball problems. Have you checked that a piece of paper from the floor or shop towel/bubble wrap from a prankster has not been sucked into either the filter housing intake or the pipe from the empty filter housing to the carb?
