Unstyled A with 3-way valve and valve on top of sediment bowl.Set
up to turn sediment valve one-quarter turn to horizontal position
and 3-way valve to right (also horizontal) to get gas flowing.
Restored 3 years ago and is now dripping some gas into cylinders
when in off positions. Was told either valve could be problem but
no gas will flow through 3-way unless the other is turned to the
correct position. Would the smaller valve have to be the problem or
am I not seeing this correctly? (very slow drip but there never the
less)

Both valves would have to be leaking to cause your problem. Replacements are available from Steiners, and mine have worked well for five years.
 
The valves with the 1/4 turn to on will leak more before those that require several turns to open and close them.
 
My reasoning was if the valve that was on the sediment bowl was not leaking then no gas would make it to the 3-wy to leak into the line but not sure if I am seeing it correctly.
 
If I have to replace the whole valve unit I am going to find one like you describe. I was told there is an O ring that has probably deteriorated to the point of needing a new one in it but have not taken the valve off the bowl yet to check it.
