1. might need to clean the carb in case something little passage is plugged.

2. if that doesn't help, try turning up the load-jet on your carburetor - so it's getting more fuel.

Sweetfeet is correct.

If you have to run with the choke half on it means there is not enough fuel going thru the jets in the carb.

I would also look for a vacum leak. This can cause the same problem. With the engine running spray some WD40 around the intake gaskets and see if the engine RPM's change. If so you have a vacum leak. Many people will say to use starting fluid to check for vacum leaks. But many of these intakes have the exhaust manifold built in with the intake manifold and if you use a flammable spray or liquid you can cause a fire immediately. Not a good idea.

Check valve? Do you mean float valve? If your Regular has the factory carb, with the round float bowl the float setting is pretty fussy. The main stem in the middle of the carb might have rust in it, or the little holes in the side of the tube might have rust in them, making them ineffective. You can get new ones if you can't get this stem cleaned up right. That style of carb wasn't used for very many years, then they went to the much better 'conventional' style carb on the F20.
