anyone out there that can help, I have a 4020 powershift that shifts through all the gears fine but when in 8th is slipping or won't gain speed goes but feels like slipping, linkage on side feels like it locks in is there a valve that could be sticking

Check the weep hole underneath, if it's wet your transmission seal could be letting hydraulic oil by and getting on the clutch disk. BTDT

I found after taking sight plate off at flywheel that there is water oil mix inside, I can't seem to find a weep hole, is there a way to drain

It should be at the bottom of the clutch housing, I'm with Tx Jim, you need to split put both the transmission seal in and an engine seal while you're there and a new clutch disk , more than likely the flywheel won't need to be resurfaced it's a power shift. The transmission seal is renewed from the back of the clutch pack. In other words when you get it split you'll have to remove the bolts in the rear part and pry the clutch pack out, it's not real heavy just hard to get a pry bar in there. To be honest get ahold of Tim S on the JD forum he can walk you thru this a lot better than I can.
