valve between oil filter and starter

I've got a 58 ford 801. Can someone please tell me what the valve between the oil filter and starter is for. Looks like a radiator drain valve.
 
Very good chance it is a block drain. Most block drains are a simple pipe plug but I have seen many that have had the pipe plug replaced with a radiator type drain
 
Many engines, car engines, as well, have the cooling system arranged so draining the radiator doesn't completely drain the coolant from the block. So the water jacket in the block has a separate drain plug or drain cock.
