1963 ford 2000 4 cyl governor problem

I recently tore the engine done to have the crank turned, and when I put it back together, I must have put the governor parts back in wrong. My tractor has the type with the weighted rollers. The governor arm is very stiff and won't hardly move. Engine revs up fine if you disconnect the short rod from governor and run throttle manually. I know I'm going to have to take the timing gear cover back off, but am not sure what I did wrong. Was hoping someone could tell me what it is supposed to look like when it's correct
 

Did you put a new O-ring where the shaft comes out of the side of the cover? I so it can be stiff and need working back and forth a couple hundred times too limber it up.
