I just picked up a farmall h when I checked the oil it was milky so I changed it when I pulled the plug straight water came out before oil do you guys recommend putting in any oil additives
 

A can of Rislone might be beneficial, but probably the best thing you could do is just pour in 6 quarts of 15w-40, run the tractor for a few hours, and then change the oil and filter again.
 
I wouldn't use an additive. The issue is water getting in. Since you just bought it, it could be from many things, sitting too long (condensation will add moisture to the oil) or it sat in the rain and rainwater got in, bad head gasket, cracked head or block. I would simply change the oil and keep an eye on the oil and engine performance and based on what you see later, determine if investigation is required.
 
I would leave the plug out for a few hours so all moisture can drip out, refill with oil and check it often.
 
if there is antifreeze in the radiator (green) and what came out the crankcase was clear, no worries. change the oil and filter, work it hard to boil off any residual, store under a roof.
 
While the drain plug is out, Dump some kerosene in the oil fill and let it drag out any more water. Let sit for kerosene to drain completely. Run it a while, let sit a few hours and crack the drain plug till it starts dripping. Check to see if any more water comes out. My guess is it got condensation in the block or rain got in somewhere. My H got condensation in the governor and distributor for a while. It would start sputtering bad and I would have to pull the cap and let it dry out. Happened from running it in winter and for short runs.
 
If it was just water let drain good and change filter and refill with fresh oil. Then take her and work the h--l out her for several hours and make sure you get it up to running temp.
 
+1 in addition to driving out the condensation when you run it,
especially in the winter. I know this can be a problem in the North
but it helps. Blocking off the radiator and even removing the fan
blade in winter will help.

On checking for water let the tractor sit for a couple of days to
allow it to separate from the oil if you have any lingering. Crack
the drain plug and if oil comes out first you are good to go.

Which oil did you change? Engine or transmission?

It's pretty typical for transmission oil to be milky and have some water in the bottom. Especially if the tractor has been left outside.

Water in the engine oil is something you need to keep an eye on. That could be just from sitting outside, or it could be bad news.
