I'm picking up new points, condensor, plugs for it... But I am curious if from the sounds if anyone things I have anything *else* wrong that needs looked at? Stuck valve? Carb not tuned right? It makes these popping sounds that it didn't use to make, and when pulling on a hill it just seems like it wants to peter out and die.

I would check your valve clearance and set them at .012" cold. If your carburetor has a main jet
adjusting screw you need to open it one full turn. Hal
 

VERY hard to tell, with it just idling.
The loose muffler or exhaust gaskets may disquise a few things..
Open the throttle up to Full and open the Power screw until it shows Black smoke, then screw it in until the engine labors, then screw it back out until it smooths out..
For plowing, open it up 1/4 turn more..

I doubt this is your problem but we had a 770 Oliver gas that popped when it ran. It turned out to be the key switch, don't know how or why but it was. Am assuming arching in it allowed hotter spark to cause the fluxuation with it running. When I was working in town at an independent shop they had a JD 4020 gas that was doing the same thing. The owner had taken it to the IH dealer first, they couldn't figure anything out. When it was at the shop where I was at the boss had replaced the cap and associated parts, wires, plugs and coil. I told him try replacing the key switch. That was the problem. I have heard that water in the gas can cause popping as well.
 
Well sometimes when I bring it up to 1/2 throttle or beyond, it responds okay. Other times, it seems to just not come up all the way or it sounds choppy...

Exhaust gaskets were replaced a few years ago. Muffler has a pretty bad hole in it and is need of replacement (I've held off since she still has a Nelson on her).

As for the popping, didn't think to check the key switch (it's new within the last... 10 years, but I haven't had it off since to look at it). Hope it isn't water in the gas. I put fresh gas in it after I cleaned the tank, and the problem persisted (but I put the same gas in my other WD and it runs okay). Strange.

Do I need special tools to run a compression test?

You will need a compression tester kit but they are not expensive.
