Driver would be on the right in that vehicle I assume, and just totally committed, never hesitated to see what was beyond that truck she went to pass on the right, which some drivers don't get, here is one good reason to not pass a truck on the right.

she was entering a turn/exit lane and didn't take time to see that traffic in that lane wasn't moving.

That is something that really pi**es me off. Happens to me almost every time I go to Tucson. A couple of years ago a stupid homie did that to a water delivery truck, clipped his bumper and rolled down the freeway for about 200 feet, ejected two people. They didn't survive.
