I have a 1955 ford 650 tractor and I can not find any info on what these two levers are used for. any info is greatly appreciated.

It switches the hydraulics from position control to draft control.
As it is now it is in position control.
You will be able to control the height of anything hooked on the 3 point.
Such as lowering and holding a constant height of a brush cutter.

If you move the lever to where it points at the ground it will be in draft control.
This is used for plowing.
The internal workings of the system lifts and lowers the plow.
If you are plowing along and hit a hard spot the hydraulics will lift the plow some to get past the hard spot and then let it go back down on its own after past the hard spot.

This system does not have power down.

Nice model tractor. You don't as often see a 650.
They were the economy model with the 134 CI engine and thus you usually see them with 4 speeds.
It's bigger sister the 800 was usually optioned higher.
That's not to call it rare mind you.
No such thing as a rare Ford.
This site has an excellent Ford board BTW.
You can get there by the link below.

Your first picture is the position/draft control. Which you use for things like a back blade so you want it up as in position control. In draft it is for plowing where the 3 point has a sort of control that feels the pull so it lifts as needed for traction. The other one you picture is for external hyds so you can control say a haybine or other such thing with its own hyd cylinder
