Have done many of these sleeves pull the sleeves out check to see if you cut one putting it in, also check to see if the webs in the block are cracked or pittedwhen installing the sleeves I do not use oil or grease . use liquid dish soap on the o rings or murphy oil soap [ make sureyou get it out of the house with out wifey seeing you icatch it all the time ] and the bore in the block I always run a cyl hone very lighty in the bore also make sure the chamfer in the bottom is good and claen a speck of rust could cause alot of problems . as far as silicone dont use it in internal engine also Iwould use new gaskets becaused you have already compressed them tha might cause more work the agravation out weighs the cost also check for pits in the lower bore if very bad that could cause the leak

To add to this. After you install the sleeves do not turn the motor over even by hand without having the head on or using a big washer with a piece of pipe down over the stud to hold the sleeves in place. The slightest movement without the sleeves clamped in place will move the sleeves and orings and possibly tearing them or rolling them off. The Ferguson shop manual says to lube the orings with Vaseline when installing the sleeves.

When installing wet sleeves install the o-rings on the sleeves dry, run a pick or similar around the ring and make sure it doesn't have a twist in it and that it lays in the groove nice. Then take a straight edge and lay across the rings and MAKE SURE they are large enough to seal, they have to stick out from the sleeve enough to seal. I have been clipped too many times by all this junk from all corners of the world sold as quality parts. When I buy an Ell-Gippo engine kit I get a set of sleeve seals from the dealer to use, I won't use the ones supplied with the kit. After proper preparation of the sleeve bores I use Ultra Copper sealer as a o-ring lube and a sealer to install the sleeves and have NEVER had one leak since.
