no fuel to the plugs

1951 jd model m was just rebuilt, trying to start it and it's not getting gas to the spark plugs???? good compression at the plugs, timing is right ,gas comes out the air intake when choke is pulled but doesn't seem to go up {up draft} through the head. Everything's new or rebuilt. no blockages either.

Try a shot of ether. The gas is supposed
to be mostly just droplets by the time it
reaches the piston. It is actually the
fumes that burn and droplets have more
surface area so they give off more fumes
so it burns better, so you shouldnt see
any fuel.
 
Did you overhaul the carberator? Since it is an updraft carb it should have a venturie in it. Without it your engine will not pull/vaporize enough fuel to start the engine.

bought a new carb and I set the needle valve and idle adjustment by specs I got off line for this model
 

Choke it until it pops. All updraft carburetors will have gas running out the intake if it doesn't fire in about two revs. gas running out doesn't mean that it is blocked or flooded.

hen I choke it gas runs out the intake of the carb{because I have the hose off to the breather} in several seconds and flame will occur quickly but goes out so I shut the choke. it has popped on several occasions but nothing else. even after all this I pull the plugs and theres no sign or smell of gas even getting to them
 

Flame at the carb is very significant new information, indicating a probable timing problem. I would check to see that valve timing is correct, and like Teddy Food said check to see that spark is occurring on compression stroke and not 180 degrees out.

Distributor is in the correct position, Both plugs spark just fine when I get off work today I'm going to tinker around with the valves

how do I loosen the valves, I had a machinist install the valve train and theres no adjustment only the screw on the rocker arms 2 to a valve of course, will that loosen them any?
Check all timing again!
