Over seeding clover

Live just East of St. Louis and would like to overseed some red clover into a hay field. What time of year do you think I should do it? Thanks for the tips.
 
February when there is still frost in the ground When the ground thaws and freezes the seed well sink in the ground and the early rains will get it to germinate and start growing.A light skiff of snow would help but don't do if you have several inches of snow, when it melts it could wash the seed away. Overseeding in the fall may not work because of not of enough rain to get seed into the ground and start growing before cold weather hits
 
February is correct, just one more thing, seed in in the dark of the moon. I am just a 100+ miles north of you and Dad always did that and it worked good.
