JD B rockshaft

Put the PTO lever in the "on" position. Engage the clutch. If it has Powr-Trol, move the lever one way or another. If it is Power Lift, step on the pedal. In either case watch the rockshaft to see if it moves.

Before you do what Stan suggested, check the oil level in the Power Lift. There's a petcock on the right side of the valve. Oil should drip out when you open the petcock. Add oil (30 weight engine oil) if necessary until it does.
 
I'm not certain but I think if it has "power lift", it is gravity that lowers it. So if there's nothing on it, it might not go down. Some of the JD guys would know better than me I'm sure.
 
You may be right - it's been60 years since I cultivated corn with our '43 'B'. Also, I don't recall ever using the power lift without the cultivators on.
