fuel filter

I change out the fuel filter on my 1977 ford 535 diesel tractor backhoe and went thru all the steps to bleed the air but still not able to get fuel thru the filter this is gravity fed and the fuel tank is full, could it be the wrong filter? all line are clear, need help thanks. Edward.
 
Could the lift pump be sitting on top of the camshaft lobe, thereby preventing manual operation of said pump ?
 
Process of elimination... Start taking lines loose until you find the problem.

Could be the wrong filter, was it working before?
Try removing the filter and see if fuel flows (as in flows out on the ground, not to the pump without a filter!)Might compare the filters, see if they appear the same.
 
Those 3-cylinders can be a pain to bleed. Are you sure you got all the old gaskets out? I've heard of people forgetting one of the old gaskets, which made something line up wrong...not letting any fuel flow. As far as it possibly being the wrong filter... what brand/number filter is it? The Car Quest (made by Wix) number is 86166. Not sure on other brands.
Also - a small point...While it may gravity-feed with a full tank, it's not a gravity-fed system. There is a lift pump built into the rotary injection pump.
 

I'll second check for an extra gasket in there. I've had it happen before. Does the fuel come out the bleed at the top of the housing?
