MF-65 GAS engine reving up down

Mf-65 governor revs up & down with engine hot. adjusted carb but seems to do this when you change gears then let out clutch- like when your plowing snow & stopping, going into reverse & forward.
 
Oil up the linkage on the governor to the carb. I've seen the linkage pins rust up and bind which keeps it from moving freely. Also what can cause this is a loose governor spring. Governors always pull against spring tension that is set from the throttle lever or pedal.
 
One thing to remember a carb mixes the fuel and air, this very seldom causes the engine's governor to hunt (rev up & down). Only the governor regulates the engine speed.
 
Sounds like you may have a missing spring on the carb/governor linkage. What happen if you try to choke it some?? If that helps the carb may also be running to lean if adjustment does not help the carb main jet maybe clogged
 
update-used today after big storm & still revs up & down & stalls or wants to stall with engine hot(temp guage in normal zone). if I choke it when it is almost stalling it picks back up. I can give it more throttle while its trying to stall & picks its engine back up to speed. cleaned gas tank put in new screen & cleaned sediment bowl & new high test gas, but same results.
