AC is off now by setting it on OFF & by raising it to 90 degrees. Didn't need to do both, either would turn it off but the fan unit in the attic that circulates air thru the whole house will not shut off using either or both of these shut-off methods. Had to climb the steps & shut it off at the breaker. No ice upstairs or on the ground outside at the unit. Before this I thought it had been narrowed down to the thermostat. Could that still be the problem?

Most likely a bad blower relay. What brand?

check the indoor fan selector switch on the thermostat ; in "on" position it will run continuously, in "auto" it will cycle with the unit.

Fan relay is bad. Common problem. About $25 if you fix it yourself.(can"t recommend since I have no way of knowing your capabilities) It"s a little round plastic tower with two ears on the bottom with mounting screws. It can be a single stack or as many as 4. Wires plug in on each side & some have a center tap on top.
