4010 hand throttle position question HELP!

I have a 4010 gas and the hand throttle wont stay where I put it. It will go a little farther from idle and stay but not much. I can pull the lever all the way down and the engine runs fast but if I let go of the lever it springs back to idle. I pulled the dash panel off but don't see anything to "tighten". There is a cam lobe on the steering shaft and adjustment screws on both sides to adjust closed and open position but nothing to keep the lever where I put it. What am I missing. I have had the tractor for almost a year and it was like this when I bought it. Thanks
 
Justin the screw # 13 is what you tighten to increase the friction to hold the position of the lever. #12 is called the isolator in the parts catalog but it actually is the friction material that rubs the steering column. You can replace this. It is a flexible piece of material that you slide through the slots in the column #11. You loosen screw #13 and slide the clamp #14 down and then install the new strip. You maybe lucky and yours just needs tightened up but usually the friction/isolator is shot.
