I am taking the rear wheels off my H and got one side loose, but one side the four bolts that hold the wheel to the axel are rusted solid in the wheel. I have put penertaint on them every day for four days and they will not move. I plan on using heat but I would like to get some different ideas on how you guys would do it. Do I heat the cast or do I heat the bolt? I look forward to reading your ideas and thanks to everyone who replies.

I ended up using a 3/4" breaker bar and about 7' of pipe to break them loose on one really stubborn wheel this spring. I thought I was going to bend the breaker bar because it was a cheap one and I weigh 200# and was standing on the pipe bouncing up and down gently, but it didn't bend and the bolts did come loose in the end.

Don't heat the bolts unless you plan on twisting them off.

I would hammer on the casting around the bolts before using heat. Hammering on iron pipes that have been joined together for years always breaks them loose.
 
Might be able to go between the clamp and the wheel with a sawzall and cut them in two. I would switch to PB Blaster and keep soaking for about 3-4 weeks, which has always worked for me on stuff like that. 4 days is not enough time.
 
Use a cheater bar; when it breaks loose you'll think you snapped off the bolt but it hasn't (yet) for me.
 
I'm thinking if there's some way to get it to a tire shop that has large impacts to get truck wheels off, I'll bet they'd either loosen them or break them off.
 
Try tapping on the bolt heads. Not so hard that you break the casting but just enough to free the rust and work the penetrating oil in.
