I've never had a problem as long as they were
adjusted and the magnets were working. Is there
oil in the drums? They also need to be adjusted
pretty tight. I always adjusted them up til I got
just a bit of drag them by the time they were
broke in they were set about right. They should
easily slide the wheels when its empty. You didn't
put them on the wrong side did you? If you
replaced the entire backing plate you can get them
on the wrong side of the trailer, they are right
and left and should say on the outside of the plate.
