No Oil in Governor VH4D Wisconsin??

Started tuning up my skidloader, and it was easier to pull the distributor to change points than to do it in the machine. Was surprised to see that there doesn't appear to be any oil in there, everything seems to be covered with red powdery rust.
Fairly new to this machine, so no idea how long it has been this way.
Was short on time to investigate further, but what or how is oil supplied to the governor?
 
Just back in from the shop. Disconnected the oil supply line and ran engine for a few minutes that way.....no oil coming out. Blew air back down the line, and can hear it bubbling down in the crankcase, so assume I have a clear path for flow.
Governor looks ok inside...some wear, but nothing too bad, but I really don't want to go back together until I can get some oil up there.
Any ideas or suggestions would be appreciated here.

On cold start, the engine will only have about
15 PSI of oil pressure, and after it gets warmed
up, it will have 5 to 7 PSI. A plunger type oil pump will spray some oil on the connecting rod
bearings, and some is bled off, goes through
a pipe, with a pinhole restriction, on the
fitting,(restriction to keep oil pressure up)
and sprays on the governor gear, from there it
lubes the rest of the gear train. Some owners
manuals have an oil flow diagram. Your first job
is to determine if there's oil getting sprayed
on the governor gear when the engine is running.
 
Thanks. Pretty sure this has a gear pump, according to the parts manual.
I am not getting any oil supply out of the line that feeds oil to the governor, from down by the filter head.
I would think things are oiling ok in the crankcase, or it would have had rod bearing issues by now.
 
Been trying to find the manual showing oil flow, with no luck. Going to try new filter, on the off chance something is wrong there, but not holding my breath. Could anyone who might have this drawing please post it? I'd sure be grateful!
