Should there be a check valve on the fresh water feed to the boiler?Or does the pressure regulator act as a check valve?If one is needed does it go before or after the pressure regulator?

my interpitation (SP) of public water supply regulations require a reduced pressure backflow preventer on any boiler feed connected to a public water supply. annual testing of this device is required in Nebraska. private water system you are on your own. may be different in other states
 
At the very least you should have a check valve to keep boiler water from pushing back into the fresh water supply but like said by law in most areas you should have a backflow preventer valve. This will have to be installed and checked by a certified person
 
As others have posted, yes there has to be a check valve.
In many areas a home owner can do their own plumbing. The installation will likely need to be inspected by the appropriate building department.
 
Leroy has it correct, all my text books indicate a backflow preventer is required,check valves are not to be used according to the text. If your water pressure is above the standard 30 psi of the relief you need a pressure reducer also.
Check your local codes to make sure it is done the way they want.
