Rumely sleeve sealing

I am working on a 1924 Rumely L and i need ideas on what to use at the bottom of the sleeve as a seal. originally it had a graphite packing about 1/4 inch thick and 1/2 inch wide. I have tried to set the sleeve with 3 strands of 1/4 inch graphite packing, but I can't keep it in place to push the sleve in. I have access to other material such as curable poilysulfide sealant, but I am concerned about the capability to withstand the temps and the exposure to hot kerosene used as the coolant. Any words of wisdom????? Help!!!!
 
This is what I would do with no doube of the outcome. I have used rings like these in both pressure and vacuum situations with petroleum and water based (corrosive) materials. Jim
Teflon seal rings.
 
IF deminsions of an O-Ring are compatable: Teflon
O-rings are available.
