I did misdemeanor "court-appointed" defense for awhile years ago- Most misdemeanors are more "stupid" than "criminal".

My favorite was guys without licenses being pulled over for speeding, broken taillight, etc., then getting popped for driving while suspended. Used to tell them, do a walk-around on your car to make sure everything is up to snuff, then obey the traffic laws, and you can drive virtually forever without a license, in most cases, because there has to be "probable cause" to pull you over. Knew of some who beat the system for many years, but few and far between.

Yep, there ya go.

Usually, cop can't stop someone on basis of a tip alone- but can follow the guy until he screws up, then stop him. Then do a search (can search for several reasons, legally- search incident to arrest, or for dangerous weapons to insure officer's safety, or to inventory for impound).
