Tom you said you pluged the dump valve , yea need the dump valve for ease of shifting . It dumps pressure off the T/A clutch pac.'s . Now as to the steering wheel just turning when there is no fluid it will do this . The sump check plug is suppose to hold oil up in the steering system . also there is a check valve under the fitting where the line goes . Before you put this all back together you should preprime the pump . It does not take but a little oil to do this. Also since you have had the clutch linkage off you will need to adjust everything . Clutch free travel , transmission brake and the DUMP VALVE . And as to your second gear problem that seams to be the problem with most of them . Now i am no expert on the 1566 as in my area there is only one and it is owned by the local I H dealer . So i have never been into the transmission on one But the rest of the tractor is pretty much the same . I am still thinking your problem is with the flow control valve . Now as to finding a pressure gauge , The gauges ya need are 1 0-5000 lb. ,(1) 0-600 lb gauge and it does not take 200-500 bucks to get one . As to the fittings take the bottom plug out and find a J I C fitting for it and where the dump valve sending unit goes find a pipe fitting for that one . that will be low pressure the bottom one will be high pressure . Ya want around 250-285 clutch pac loc up pressure and ya want real close to 2000 on the high side . You can find a pressure gauge at T S C or Farm and HOME , neat store that farm and home as i was in the one in Edina and Kirksville . Then ya need some small high pressure hose and a hand full of fittings. With everything ya need i do not think you will get more then 150 buck in it all. What i find hard to believe is that there is not someone that is like me that will make on farm service calls with out wanting half the farm to do so. I covered seven county's here in Eastern Ohio and a couple in Western Pa. along with doing contract labor for three dealerships . Plum run the wheels off three pickups , plus running to almost every big auction and consignment sale between here and western Il. I will be out at the farm here in a little bit as we are going to be Picking corn and i should be home sometime around 9 this evening .
