1966 ford 3000 power steering leak

My recently purchased 1966 ford 3000 has power steering
oil coming out below the steering wheel.
The previous owner has tried to fix, so, I
do not know what was done or if it, was done right.

I replaced
the speedy sleeve and seal. with the spring pointing
down towards he frame of tractor. I checked the
tubing going to the cylinders. I have the check
valve at 6 o'clock position as you sit on the tractor seat. Seems like the steering is fighting
itself, oil is returning to reservoir. The distri-
bution valve identification line is facing down.
I am using universal hydraulic oil, instead of
p/s fluid. When I lift front end with loader, steering linkage turns, with no binding.
Please help with any thoughts and ideas. Should
I use pure p/s fluid, install another speedy sleeve, are lines plugged in p/s cylinders, maybe??? I have the Ford repair manual.

I run UTF in mine, so that is not the problem. Hydro Fluid with the ford 134 spec is what you are supposed to run. Keep looking. Did you check the filter? On my 71 it is in the pump. Not sure about the earlier model ps system.

I agree with mite-help - it sounds like your steering lines are reversed.
Here is what I do:
Disconnect the front end of the steering cylinders from the tie rods. Hang them from a wire so they will slide back and forth. Leave the lines to them connected. With the engine running watch to see that the cylinder is moving in the same direction as the tie rod when you turn the steering wheel.
It is apt to fool you so watch closely - I've been fooled more than once and had to switch lines a couple of times.
Remember you are working with two different sides and only one side could be plumbed wrong.
They are pretty simple systems really once you get your head around them.

The correct fluid is the Ford spec 134D oil DO NOT use power steering fluid it will cause the seals to go bad faster as per the NH dealer Power steering fluid eats the seals so the UTF is fine as long as it meets the ford spec
