1976 international 674 will not turn over

If the fan will allow you to turn the engine a little it is not locked up. If you take the starter out you can pry on the flywheel teeth to see if it is movable.
If it moves and can be turned 15 teeth or so, the starter is not doing its thing. Does it make a click and noise when keyed to start?
If so turn on the headlights and watch them when clicking to start. If they dim way down, the system is drawing too much current, or the connections are bad. The solenoid could be faulty as well. The battery voltage should stay above 10v when trying to crank. Be sure it is in neutral! and have a helper turn the key while you measure bat volts. Do not keep it turned to start for more than 3 or 4 seconds.
All connections including ground are subject to corrosion and high resistance. Clean and shiny tighten and spray with rust inhibitor. Jim
 
Dose your tractor have safty switches and have you checked them? Read your manusl as it should tell about safty switchs and their location. Don't know. just asking! Can this tractor be pulled to start or at least nudged to see if engine will turn over? My newest farmal a 560D and a 560G, and a few M's. They can all be pull started. Armand
 
Also check to see if your safety switch clicks when you have the clutch petal all the way down. We have had adjust the safety switch and several years ago we had to replace it. Do you have a good test light or better yet a voltmeter?
 
Grew up on a 454.. so your mileage may vary... Sounds very much like the clutch safety switch has died. Ours did about every 3 years. Learned really quickly to jumper it to finish the day (or until someone could make a parts run).
