I don't have now and never have had an account with Paypal and hopefully never will. I forwarded the e-mail to [email protected] anyway.

I do have a paypal account and use it often, and I have been getting those emails too. What I do is open a new browser window and log into my account in that and see if my account is actually restricted.

When the email starts with "Dear PayPal Customer" you automatically know it"s a scam. PayPal knows your name, the scammer doesn"t.
 
I had a PayPal account several years ago. I bought an item on Ebay and somehow they managed to drain my bank account. Fortunately my bank valued me as a customer back then and put the money back and I cancelled the card I had associated with PayPal. PayPal might have gotten better since then, but there's no way I'm going to chance it. If the Ebay seller won't take a Postal money order, I don't bid.
 
A real guess as to what happened to your card, all bases covered..
I sent that to Spoof last month and no doubt somebody will send it to them next month.
