Sticky almost Frozen Lift Lever

Need some input on a problem I have with a 1953 Ford Jubilee. The tractor belonged to my father who has recently passed away and now haveing to decide to keep or sell. My question is this, the rear 3=poimt lift lever is very hard to move up or down and when moves it is only a very short distance, maybe 1/2 - 1" at best. This is enoungh to raise and lower the 3-point lift but I recall the lever having full travel a couple years ago. What are your thoughts or suggestions on why the lift lever"s travel is limited? Yes, I have moved the lift level stops so they do not limit the levers travel. Thank you in adavnce for any assistance you can offer.
 
I suspect rust on the shaft under the lift cover,My 600 would freeze and refuse to move in cold weather.It took a heat gun or hair dryer to free it up.Theres a friction disc that keeps the lever where you set it.Dont get rough tying to move the lever,you can break the aluminum casting the lever bolts to.The last 8N I pulled the cover off of was very rusty due to condensation.The lever should move easy and have just enough tension on the friction disc to keep it where you set it.
 
What order does this thing come apart? Anyone have a schematic or drawing of the 3-point lever assembly?
