A friend of mine has a complete one sitting around as well as a spare engine with little time and a couple of heads, etc., all rusting away.

IMHO, the "rules" tend to get a little more lax, the further you get away from town. And northern Alberta certainly would qualify. And that stuff is heavy enough that its not going to move or blow off easily.
