what is the best way to get scales off a inner tube
i've tried water air and a manual wire brush with
very little coming off

I assume you mean the chunks of rust from a rusty rim? If you can't pick them off with just your fingers, might be best to just go get a new tube.

i got a plastic spoon and using it after i got one
of those scales under my nail working so far

Plastic spoon is probably as good as it gets. Anything more aggressive will probably damage the tube. I think I may have used the dull side of a pocket knife blade to just kind of scrape them off.

Try a table knife. Not sharp enough to cut much, but stiff enough to scrape with.

Cheap veg oil and dull butcher knife. Worked for me several times.
