Cub 2135 no start

Have 15 volts to starter but starter does not turn over. What do I need to check? The two fuses on the back side of the dash are good. Tried to start jumping the starter, but nothing. Any ideas?

Pull off the starter and have it tested. If voltage is there, and the engine is not stuck. (roll it in high gear if possible to see if the engine turns before condemning the starter). Jim

is the starter stuck in the flywheel? Bendix may have climbed a tooth. try rocking the motor back and forth a bit.

Ok, got it to start, bypassed the safety switch on the seat. Now when ever I let off the brake it dies, or if I try to engage the PTO it dies. And also it will not work in reverse, can not even push down the pedal to reverse. I'm thinking it has something to do with the seat safety switch being bypassed. Going to get it replaced tomorrow.
