allis chalmers d15 series 2 throttle trouble

My d15 is experiencing throttle trouble. When you increase throttle on lever it makes no difference for a period of time, then revs right up. I was told there may be issues with the governor flyweights, but was told by another it was doubtful. Without the tractor running, if you increase throttle there is a lag in response on the carb as if there is sloppy linkage, but I see none. Appears as though the delay is somewhere from the outlet arm of the governor body to the butterfly linkage on the carb. Any thoughts, troublshooting ideas? Points are all new and gapped, carb is relatively clean, plugs new. It started acting erratically out of nowhere. Thanks.
 
Does it set outside?
Have someone move the throttle lever while you watch the mechanism on the right,front of the engine, where the gov. spring is. With it not running the movement should be immediate.(No weight response trying to counteract the spring)
It sounds like the arm is starting to set up in its pivot point.
You could also disconnect the linkage between the gov. and the carb. and see if the carb/throttle plate/shaft is free.

It doesn"t sit outside and never really has, but...the response is not immediate when not running. Is there a way to free up the pivot or do I need to replace? I think I remember seeing that part offered on a site. Thanks.
 
Spray it with some penetrating oil and work it in. If you unhook the mechanism and separate the gov. from the carb. then you can probably tell if the problem is internal or external.
