Rear wheels/ two valve stems

Have an International 140-Industrial Type. Has a belly mower, turf tires. Rear wheel on right side has two valve stems. One appears to be a tube type stem and the other a tubeless stem. One points in the other out and are located opposite each other on the circumference of the wheel.
Did not notice when I bought tractor, started going flat sitting in shop and then discovered two stems.

Anyone know why this is like this? Any other particulars appreciated. thanks
 
Probably like my lawn mower front tires. Designed by an idiot so the valve stems were on the inside and unreachable and with non reversible rims. I drilled new holes and put in tubes and left the old stems in place. TDF
 
Without a picture, or seeing it in person here is my guess. It was a tubeless tire and the previous owner had a flat. Either the owner, or the tire shop that he had fix the flat discovered it was too bad to fix as a tubeless so the drilled another hole in the rim and installed a tube. They usually leave the old tubeless stem in place when doing that, don't want that new tube trying to poke through a naked hole!
 
Lots of wheels already have the two holes in them so that the stem can be turned towards the outside when the wheel is turned around to provide a different track setting. They just stick a blank plug in the extra hole. What likely happened here... the blank got removed or lost for some reason and someone crammed a tubeless stem in the hole.

I have seen that on some combine tires. I think someone put a tube in the tire and did not have the proper rim hole plug. If the tire is going flat there is a good chance you will find the tube has streched over the valve stem and worn a hole in the tube.
 
That's the special dual pressure tire option. You keep one at 16 lbs for best traction in soft ground conditions and one at 8 lbs for best traction in hard conditions.
