JD4040 starter running on , Not Starting

I finally got some time to look at my neighbors 4040 which stayed engaged last winter and burned up his starter.This spring he got the starter rebuilt and put it on and it did the same thing .I brought my digital meter and had him turn the key on ,the starter ran on and the TRACTOR DID NOT START . I had 8 volts on the starter coil and 10 volts on that battery and 11 volts on the other battery. It has two 12 volt batteries wired in parallel . He called me today and said he put on a new cross over wire but it did the same thing, plus he said he is gonna switch out the neutral switch which he got also. I would appreciate any helpful advise again , he is wanting to mow his field when we get it going. Thanks Mike
 
If there's a starter solenoid used it may be the culprit or your starter switch. The switch may keep feeding battery voltage to the starter. Turn the switch to the run position or where it is postioned when the engine is running. Then use a screwdriver and short across the solenoid terminals to see if the engine will start. Make sure you're in neutral and the brakes are locked. Hal
 
Low battery voltage while cranking will "weld" the solenoid contacts together making the starter run constantly.8 volts while cranking is not sufficient.
You will have to replace the solenoid,and charge or replace the batteries, before trying again. Most starter shops will not warranty a starter if it has been tried with bad or low batteries. It is very evident when they take the starter apart what caused the problem
 
It sounds if one or both of the batteries are bad or not charged. With a new cross over cable and good grounds your voltage should not be dropping that much. Has he replaced the batteries??? Some of the cheap ones DO NOT have the correct cold cranking amps to start the tractor right.

The neutral starter switch would only cause low voltage at the solenoid activating wire not the batteries.

I get to replace a lot of starters because guys buy cheap junk batteries. Really makes sense to ruin a $300-400 dollar starter by "saving" $100 on batteries.

The batteries are weak or bad or in need of charging. 4040 will never start on 11 volts.
