Registered mine a few years ago so things may have changed. All I had to do was fill out and sign the form for ag sales tax exemption just like for a pickup truck. They seemed annoyed but legally they had to exempt it. They did insist on a seperate insurance card for the trailer even though my insurer said it was automatically covered by the policy on the tow vehicle. I went and got a seperate commercial policy on the trailer that costs me around $45 a year. After the hastle (and extra expense) they gave me I can see why many people register their trailers in Maine.

low budget and others,if you are pulling a trailer that meets certain criterion, then DON"T trust your Ins.agents answer.Your trailer has to have its own liabilty Ins.coverage,(Ins.Co.rules,not states)because they are excluded from the towing vehicles coverage.Don't take my word for it,MAKE YOUR Agent clear with his underwriter for sure.I have 6 trailers and have to have seperate Ins.on 4 of them. Most agents don't know this and will tell you not to worry, but they are wrong.Hope this maybe helps someone.
