Is this label on the hitch talking about the total weight the trailer can be for the truck to pull or the base weight of the trailer alone?

That's the weight that hitch is rated for. Ratings for truck may be
more or less and should be printed on the driver's door jamb.

Sorry, but I'm still don't fully understand.

My max trailer wt for my truck is 7700lbs. My GCWR is 13,000lbs. I figured the trailer I want to use is about 3500 to 4000lbs. It's a tilt bed about maybe 22ft with 2 7000lb axles. I looked online and my 2006 chevy silverado 4WD ext cab short box is about 4950 lbs. So that should give me about 8,050lbs for the total trailer. The. Unstyled JD A weighs about 4000 lbs I think (round spoke rear wheels). I have full fuel though in the tanks...15 gallons.

The label in the door says 6700lbs max for GVWR so that should allow me for about 1000lbs loading in the truck (will be just my wife and I for passengers).

So back to the hitch 5000lb rating label, that's all the hitch can pull?
 
That label is the rating for the hitch.

That hitch can pull a trailer gross weight of 5000 lbs and a tongue weight of 600 lbs

If you use this hitch with the weight distribution bars it can now tow 12,000 lbs and a tongue weight of 1500 lbs.

Now we add what you said about your truck.

So your trailer can weigh 7700 lbs and your truck weighs 4950 lbs for a total of 12,650 lbs
Since you have a GCWR of 13,000 lbs; if you max out the trailer at 7700 lbs you only have 350 lbs to play with. Depending on how much you weigh your wife might have to stay home or you will need to reduce the weight of the trailer to compensate.
 
By the labeled limits that's it. Of course I am not sure I ever see one not over loaded. But then some guys would not feel safe with a semi hauling a garden tractor with the mower deck off. It is up to you on what you feel safe with and whether you want to be legal. For the chains just get 2 20 foot ones. You can hook the ends to the tractor and drop the middle through the draw bar to fasten the binders. This will cut the 50 pounds off, for 4 and still be legally tied.
 
Yes, without an equalizer, your hitch is only rated to pull 5000 maximum. A 3500 pound (empty weight) trailer, plus a 4000 pound tractor, plus tie downs, etc would be way too much for your hitch.

Run your pickup, trailer and tractor individually across a scale to find out what they actually weigh. The online weight for your pickup is probably an average weight from the factory without any dealer add-ons like a hitch.
