Here's a picture of a Holeset H1C, stock turbo on the 12-valve Cummins from 89 through at least 96. Would someone please tell me where's the wastegate?

There is no wastegate on an H1C.
The HX35 has an external waste gate actuator. There was no need for a waste gate on VE pump 12 valves because they just dont fuel that hard.
In the world of modifed, you would want to either replace that with at least a HX35, which has a waste gate, or add an external waste gate to that.
That turbo was fazed out in favor of the HX35 in 1994. Some early 1994's have the H1C with a external waste gate.
So, an earlier comment of mine should have been more clear.

no wastegate. What year is truck? They had different sized exhaust housings which was real big compared to the 94-98 hx 35 which makes them a dog and they wont build much boost. On a basically stock truck a hx 35 with 12 cm exhaust housing and wastegate disabled makes a completely different running truck.
