1989 F-250 Problem

My grandfather has a 1989 F-250 Gas with Manual transmission and the problem started about a week ago. The starter will stay engaged after you turn the key and this as you can imagine is a big problem. Since it started doing this I have replaced the starter and solenoid, but it still does this! My last guess would be something in the key switch, but my question is if anybody has had this same problem and how did you fix it? Some may say that the blue oval on the front is the problem, but let's try and keep it civilized so I might be able to fix his truck. Thanks!
 
The key switch on that model has no electrical parts. The electrical part is mounted on top of the steering column down next to the floor board. An actuator rod operates it.There is a little gear rack that operates this rod that is notorious for breaking. I have replaced dozens of them. When this happens all sorts of funky stuff will happen. Bet thats the problem. You have to remove steering wheel and key switch to replace it.
 
the key switch is spring loaded. if it doesn't flip back to the on position it will keep on trying to start.
 
How cold is it? I had one a 91 that when really cold would stick and was really hard to turn almost needed channel locks. I never fixed it just dealt with it wasn't hard to turn it slightly back after engine started
