Pequea Trailer brakes

I have a Ford 2001 F350 with a Prodigy brake controler. My trailer is a G14 Pequea. I have never been able to skid the trailer wheels when stopping hard (all settings at max). I was told this could be normal. The brakes do work, and, if applied manually at a stop will really labor the truck to get to move. I'm just not sure about the wheels not skidding.... thoughts??
 
Brakes probly need to be adjusted up. They need to be almost dragging. That is assuming you've already eliminated electrical problems. Poor wiring can lead to poor braking but that is more commonly a difference between wheels so you would have 1 sliding and nothing in another.
 
Is the trailer new or couple of years old new? When I was hauling new campers the trailer brakes sucked! We would have to run 4-5 miles with the finger on the controller to seat the brakes and magnate from the grease and paint. You might want to try it.
