Check if the axles are wide if 9000 pounds it could have them. Then permits could come into play. Though the WI state permit office told me if not over 10ft wide and not on the interstate no permit is needed. This was a year ago or so . Might want to check permit is about $30.00 or you can get an annual for about $90.00 the annual is size only for that price and is huge in the dimensions.
