Try searching on Cummins forums. Just google your problem and something will show up.

Went thru this on my 95 and it drove me nuts , here it was a rusted pin hole in the suction line coming out of the sending unite . Never showed wet like you would think. I was feeling around and the goose neck just fell of as i touched it. when i replaced all my brake lines i replaced both fuel lines . I used .035 wall hyd tubing and bent it to fit where the old ones ran . Getting the plastic tubing on the new steel line .

You don't have two filter gaskets do you?

The fuel heater gasket can go bad, but they tend to spew fuel out. It's obsolete, but an oil filter gasket can be used in its place.

Sounds like you have a hole in a fuel line.

Go to diesel truck resource forums, into the "first-gen" section, and at the top is the "sticky", should find all the info you need there.
