its half a disc. lol. most are tandem front and back sections. that will leave your field in waves like that with no rear section to bring the soil back. a lot of old horse disc's were single like that. it would have a rope tied to the deepening lever to pull when going ahead to change blade angle for discing, then back up to straighten out for transport .
 
This old disc has a hitch strictly for a tractor. If it was for horses, it would have a longer wooden pole for a tongue, between the horses. It would also have a seat. I used one many of times.
 
looks like an old international bog disk. use it in really wet condition to cut open and root out what cover is trying to grow. if it had back section, it would plug with mud. touch and go going at its best.
 
Its an old drag disc. Since its only 8 bladed, I'm guessing for a small tractor.
The tongue has an adjustment to adjust the pitch (angle) of the disc blades to how aggressive you want it to be. Its also kind of your on and off. It can be set so the discs are straight and don't move any dirt. That is how it is sitting now. This is how you would have it for road travel (note- it wasn't intended for paved or rock roads). Most roads were dirt when this was made. The angle iron platforms were for adding weight to it. May of had some boxes there at one time, that you could simply add rocks to, I don't know.
